Eugene Fulton was born in the Bronx to Susan and Eugene Fulton in 1919. He was a Navy Veteran of WWII and upon his discharge married Dorothy Baldwin in 1946 and remained married for 63 years upon his death in 2009. Gene had 4 children- 3 sons and a daughter along with 7 grandchildren and 10 great grandchildren. Gene’s first experience with track was at All Hallows HS where he was a sprinter/long jump athlete. His Track & Field officiating began with the CHSAA in the early 1960’s when his first two sons were running for Iona Prep. This led him further to participate in many CHSAA as well as PSAL meets at Van Cortlandt Park, The Armory and Randall’s Island. In conjunction with his officiating in NYC he later became a founding father of the Westchester Track & Field Cross Country Officials Association when it separated from the Coaches and Officials association. It is during this time that Gene became an accomplished timer-long before digital watches and FAT. He was the Chief Timer for many years at the Milrose Games, USAT&F Indoor Nationals and the Vitalis Invitational. Gene was the Head official/Chief Timer at the IC4A’s, Ivy League Championships and The Collegiate Track Conference Championships. He was instrumental in helping to organize a Games Committee to host the 1976 AAU Women’s National Track and Field Championships which were held in White Plains, N.Y. In Westchester Gene served on the meet organizers committee for the Doc Blanford Co-Ed Relays and the Mamaroneck Relays and in the 1970’s as the Chairman of Officials at the Loucks Games in White Plains, NY. Gene held this position until he was in his early 80’s when health issues forced his retirement. Gene also supervised the 13 mile mark of the NYC Marathon for many years. Two of Gene’s many honors that he cherished most were the 2006 Section One Dick Lacey Award and having the Program dedication and Combined Team Scoring Trophy at the Loucks Games named in his honor.
